Ruby On Rails Developer / Full-Time / Hybrid / Harrisburg, PA

The Position:
Client: Commonwealth of Pennsylvania – Pennsylvania Department of Transportation (PennDOT)
Position Title: PennDOT – Ruby On Rails Developer TAS2 (746161)
Location: Hybrid; Remote Off-Site and On-Site (as required) in Harrisburg, PA
Duration: Initial term through 06/30/2025 (+ Annual Renewal in 1-Year Terms)
Note: This is a primarily remote off-site position with requirements to be on-site at The Keystone Building in Harrisburg PA as required; for on-site meetings, JAD sessions and other collaboration needs that could be mandatory. The individual will be required to pick up commonwealth-issued equipment on-site the first day. Candidates must currently live within reasonable commuting distance (1-hour/50-miles) of Harrisburg PA.
Note: The method of interview is Round 1 virtual via Teams, then Round 2 in-person at The Keystone Building in Harrisburg PA.
Candidate will work under the direction of the project’s Technical Lead and Application Architect to analyze, write, test, and document code to implement system features and enhancements to convert an Amazon Web Services (AWS) to Azure cloud.
The Preferred Skills and Experience:
- 8+ Years: Ruby on Rails
- 8+ Years: PostgreSQL
- 8+ Years: AngularJS
- Knowledge of Design Patterns and Solid principles is desired
- Knowledge of digital accessibility and disability inclusion is desired
- Knowledge of regulations related to digital accessibility (e.g., Section 508, ADA) is desired
- Knowledge of WCAG 2.1 AA requirements is desired
- Experience designing for platform technologies (e.g., HTML, CSS, JavaScript, iOS, Android) is desired
- Experience applying WAI-ARIA authoring guidelines and best practices is desired
- Experience optimizing for the accessibility features of the platform (HTML, iOS, Android) is desired
- Experience developing digital products that comply with accessibility standards is desired
- Experience incorporating accessibility tests into the development process is desired
- Experience building digital products where compliance with accessibility standards is part of “definition of done” is desired
- ASP.NET, ASP.NET MVC or ASP.NET Core for building web applications is desired
- SQL Server / T-SQL, recent experience with Azure SQL is desired
- APIs and Integration, RESTful APIs, microservices and event-driven architecture is desired
- Testing frameworks: XUnit/NUnit; preference for Jasmine and Karma is desired
- ORM, such as Entity framework and Dapper is desired
- Containerization: preference for Docker is desired
- Cloud services with implementation in .NET: Azure Function, Azure Queue, Azure Storage, Azure container registry, Key Vault is desired
- Tools: Visual Studio with recent experience in VS2022 and VS Code; Azure DevOps/Git is desired
- Experience incorporating accessibility tests into the development process is desired
- Experience building digital products where compliance with accessibility standards is part of “definition of done” is desired
