The Position:
Position Title: .NET Developer
Location: Remote Off-Site
Duration: 1+ Year Contract

We are seeking a .NET Developer with experience in Blazor framework to add to our team supporting CDP Inc. on a WIC Management Information System Development project.  The ideal candidate will be a highly skilled, self?sufficient developer with strong web development experience, including solid proficiency in CSS, and experience using the Blazor framework.
- Participate in development planning meetings, design software solutions, implement code, review team contributions, and thoroughly test software changes.
- Perform analysis, design, development, and ongoing maintenance of web-based, data-driven applications.
- Develop custom software solutions that meet client and user needs.
- Maintain and support existing application systems.
- Integrate third-party software components.

The Skills and Experience:
Required:
- 5+ Years: Experience developing software using C# and .NET
- Demonstrable experience with Telerik or .NET MAUI
- Strong Experience with variable-based dynamic CSS, including CSS custom properties and runtime styling
- Demonstrated expertise building Razor Class Libraries (RCLs) for reusable, modular UI components
- Proven ability to design consistent, configurable, and reusable Blazor UI controls using Telerik UI for Blazor component library
- Experience developing RESTful web APIs
- Strong understanding of software design adhering to SOLID principles
- Experience with application security best practices
- Proficiency in Dapper micro-ORM includes custom mapping, multi-mapping, and stored Procedure integration
- Strong T-SQL programming skills for SQL Server, including writing complex queries, stored procedures, functions, indexing strategies, and performance tuning
- Ability to use AI tools to increase productivity in coding, documentation, testing, and refactoring

Note:  Work location is primarily remote; however, selected candidates will be required to report in-person for an interview in Harrisburg, PA.  Engaged candidates will also need to report in-person to pick up equipment as part of onboarding and may be required to report for occasional in-person meetings or training.

The position primarily serves as mid-level Developer in PennDOT’s Bureau of Solutions Management.  The incumbent will be responsible to assist with design and development of the new PA Unified Crash System.  Candidates will work under the direction of the project’s Technical Lead and Application Architect to write, test, and document code to implement system features and enhancements using Angular, Java, Spring Boot, GIS, and Power BI technologies.

The Skills and Experience:
- 8+ Years: Front-End Frameworks & UI Technologies: Angular (preferably Angular 14 or higher)
- 8+ Years: Responsive UI design with Bootstrap (optional) & Material Design libraries; prior experience with jQuery nice to have
- 8+ Years: Back-End Development: RESTful APIs design and integration, GIS integrations

We are seeking SAP BRIM Convergent Mediation Consultants to add to our team assisting the Pennsylvania Turnpike Commission (PTC) Information Technology (IT) Department;
- Lead the design, configuration, and implementation of SAP Convergent Mediation (CM).
- Work with business and technical teams to gather requirements and translate them into functional solutions.
- Integrate SAP CM with external systems such as usage collection platforms and Convergent Charging.
- Develop mediation rules, usage data mappings, and transformation logic.
- Perform data validation, reconciliation, and troubleshooting across the usage-to-bill flow.
- Support testing, training, and documentation activities during project delivery.
- Provide post-go-live support and performance tuning.

The Skills and Experience:
- 5+ Years: Experience with SAP BRIM solutions, including 2+ years hands-on with Convergent Mediation
- Strong understanding of usage event collection, mediation rules, and integration with Convergent Charging
- Proficiency in Java or Groovy scripting for CM logic development
- Familiarity with Telco, Utilities, or Subscription-based billing models
- Excellent communication and client-facing skills
- Experience with SAP Convergent Charging (SAP CC), SAP CI/FICA, or other BRIM components is preferred
- Previous implementation experience in large-scale enterprise environments is preferred
- SAP BRIM certification is a plus

We are seeking an Artificial Intelligence Developer to add to our team assisting the Pennsylvania Turnpike Commission (PTC) Information Technology (IT) Department; a Machine Learning (ML) Vision Engineer with a solid foundation in software development and proven experience in image processing, computer vision, and machine learning.  This role is central to the Optical Character Recognition (OCR) project, which powers real-time, large-scale image-based transaction processing.
- Design, implement, and optimize Machine Learning based computer vision components, including:
- Object detection and image classification models.
- OCR pipelines integrating third-party and in-house engines.
- Image quality assessment classifiers (e.g., overexposed, underexposed, obstructed).
- Develop robust, production-ready Python code with strong Object Oriented Design (OOD) principles.
- Collaborate with system architect to integrate Machine Learning components into a distributed, message-driven architecture.
- Implement data-driven training, evaluation, and feedback loops for OCR and image classifiers.
- Optimize model performance for near real-time transaction workflows (latency and throughput).
- Participate in system-level design discussions, ensuring scalability, maintainability, and adaptability.
- Work closely with database, Application Programming Interface (API), and DevOps teams to ensure smooth deployment and testing.
- Build frameworks and systems, not just proof-of-concept notebooks.
- Fully document all created work associated with this position, including technical and functional designs and diagrams, test plans, test scripts, impact analysis reports, lessons learned, best practices for others to follow, plus any other documentation as required by the PTC.  This documentation shall follow the format and/or templates as instructed by the PTC.
- Develop and maintain a productive working relationship with technology staff, business owners, project sponsors, vendors, and key clients.
- Lead and participate in project team activities for system work efforts related to enterprise systems.
- Work independently to accomplish the tasks and duties assigned.
- Adhere to and follow all PTC standards, policies, and procedures.
- Utilize various software and/or technology tools to perform job duties.
- Perform tasks and other duties as related to this position and role and assigned by the PTC.

The Skills and Experience:
- Strong professional experience with Python (must be clearly demonstrated in resume)
- Solid background in software engineering: Object Oriented Programming (OOP), design patterns, clean code, and testable architectures
- Experience with image processing and computer vision frameworks (e.g., OpenCV, Pillow)
- Hands-on experience with machine learning frameworks (e.g., PyTorch, TensorFlow)
- OCR-related experience (such as Tesseract, PaddleOCR, EasyOCR, or custom models)
- Familiarity with object detection (such as YOLO, Faster R-CNN, SSD, etc.)
- Knowledge of classification, feature extraction, and evaluation metrics for vision tasks
- Proficient in the Microsoft Office 365 suite of software including Teams, Word, Excel, and PowerPoint, plus proficient in Microsoft ADO Testing Module
- Bachelor’s degree in business management or information systems; Equivalent combination of education and/or experience may be accepted
