The Position:

Position Title: F&B - Project Manager (RFP) TAS2 (811065)

The Pennsylvania Fish and Boat Commission and the Pennsylvania Game Commission are currently using a Pennsylvania Automated Licensing System hosted and supported by Tyler Technologies called HuntFishPA.  This system is a SaaS solution and is vendor hosted.  Replica data is hosted by each individual Commission.  HuntFishPA consists of453 products and conducts 3.2 million transactions per year.  The current contract also includes fulfillment services for licenses, permits, boater safety cards, and agent-related equipment.  The current contract is valued in excess of $40 million and expires in January 2031.

The position will fulfill the role of Project Manager of Request for Proposal (RFP) development and vendor selection.  It will support the Commissions in all facets of the Commonwealth’s RFP requirements in development, submission, evaluation, negotiation, and award of contract.  The position will maintain the role of advocate for the Commissions at every stage of the RFP procurement process.  The successful candidate for this position must possess direct project management experience of similar sized scope and complexity of projects that include a software development life cycle, order fulfillment and customer/sales agent support.  Familiarity with natural resource management, conservation, and outdoor recreation is highly desired.   Technical writing skills are preferred.

The successful applicant must be capable of working independently to meet the objective of developing an RFP using the Commonwealth’s format and assuring compliance with IT policies, procedures, and procurement rules.  The RFP must succinctly capture both Commissions’ licensing and other identified program requirements.  The project manager is responsible for maintaining project documents, developing/monitoring the project schedule, capturing meeting notes and document/tracking action items throughout the life of the project.  The project manager will also develop the Commissions’ RFP document and manage the submission and assist with the vendor evaluation and final contract negotiations.

Project Management:
Use an approved project management methodology to develop, control, and maintain a project management plan and schedule that will encompass all facets of writing a comprehensive RFP, vendor bid management, evaluation of submissions, negotiation, and contract award.

RFP Development and Submission:
Utilize Commonwealth management directives, Department of General Services procurement rules, and Governor’s Office of Administration/Office of Information Technology policies and procedures to develop an RFP for the Commissions’ approval and submission that will document the requirements for a licensing system that will replace all existing system functionality as well as documents all requested and approved enhancements.

Preparation of SLAs:
Prepare Service Level Agreements (SLAs) for inclusion in the subsequent RFP. This includes license requirements, SLAs, security requirements, and contractual instruments. An SLA is a part of a service contract where the level of service is formally defined. The Commissions requires the vendor to have experience in developing RFPs and SLAs for turn-key point-of-sale business processes and to work closely with the Commissions’ Offices of Chief Counsel in developing all SLAs.

RFP Evaluation Assistance:
Develop and maintain vendor response evaluation metrics for the scoring of all qualified vendors. Assist the Commissions in evaluating proposals submitted through the subsequent RFP process to ensure vendors meet all mandatory RFP requirement as established by the Commonwealth, Department of General Services, and the Governor’s Office of Administration/Office of Information Technology.

Position will serve as Business Analyst Team Lead for EDRS Adoption Team, under the guidance of the Quality Assistance Team (QAT) supervisor.  Team works in collaboration with the Business Workflow (BW) and QAT staff to refer technical issues, training needs, and case-level support.  Team will provide support to healthcare facilities, and other external stakeholders that need additional assistance with establishing credentials or EDRS enrollment to report all deaths electronically.  Contractors will provide telephonic and resource account (email) support to all death registry stakeholders as BHSR moves towards full reporting of all deaths through EDRS.

The selected contractor will lead the EDRS Adoption Team, building on lessons learned from QAT questionnaires and outreach.  The team will assist external stakeholders (including physicians, nurses, and other licensed healthcare professionals at PA healthcare facilities), with EDRS onboarding and enrollment.  This process involves working with BHSR staff, primarily the QAT and Business Workflow units, and the external stakeholders.  The intent is for the EDRS Adoption Team to perform outreach to external stakeholders identified and prioritized by BHSR; provide direct support to stakeholders to follow enrollment procedures, troubleshoot enrollment issues, and successfully access EDRS; assist with password resets and account unlocks upon request; and provide recommendations to facilities to incorporate EDRS into facility workflows.  Additionally, based on progress of the initiative, contractors may conduct outreach to raise awareness of EDRS and facilitate enrollment, or assist in basic end-user support.  This activity involves working directly with program subject matter experts (SMEs) and stakeholders to maintain a working knowledge of the SSO and EDRS account request procedures; understand business requirements and workflow for instructional purposes; refer users to technical and training resources as appropriate; and provide end-user support such as password management, account troubleshooting, process management expertise, etc.

Generally, Business Analyst Team Lead will perform the following tasks:
